Vector Signed Dot Product and Add

The signed integer elements in vector 'b' (sixteen signed 8-bit integer numbers) are multiplied by signed integer elements in vector 'c' (sixteen signed 8-bit integer numbers). producing a result twice the size of the input operands. The multiplication results of adjacent odd/even elements are sub-tracted from the integer elements in vector 'a' (eight signed 16-bit integer numbers).
