The value with the smallest magnitude, i.e. absolute value, between corresponding signed elements in vector 'a'(sixteen signed 8-bit integer numbers) and 'b'(sixteen signed 8-bit integer numbers) are written to vector (sixteen signed 8-bit integer numbers)
