Vector Fixed-Point Multiply and Subtract Rounded

The product of fixed-point elements in vector 'c'(four signed 32-bit integer numbers) by fixed-point elements in vector 'b'(four signed 32-bit integer numbers) are subtracted from the fixed-point elements in vector 'a' (four signed 32-bit integer numbers).The multiplication result is not saturated, i.e. exact (-1) * (-1) = 1 is subtracted from the destination. The rounded and saturated fixed-point results are stored back to vector 'a'
