Vector Minimum Based on Absolute Value

The value with the smallest magnitude, i.e. absolute value, between corresponding signed elements in vector 'a'(two signed 64-bit integer numbers) and 'b'(two signed 64-bit integer numbers) are written to vector (two signed 64-bit integer numbers)
