Vector Signed Saturated Subtract of Unsigned Values

The unsigned elements in vector b (two unsigned 64-bit integer numbers) are subtracted from the unsigned elements in vector a (two unsigned 64-bit integer numbers) The signed result is signed saturated and written to to vector (two unsigned 64-bit integer numbers).
